ឯកឧត្តមរដ្ឋមន្ត្រី ហួត ហាក់ អញ្ជើញជាអធិបតីក្នុងពិធីចុះហត្ថលេខាលើអនុស្សរណៈនៃការយោគយល់គ្នា ស្តីពីការសហការជំរុញវិស័យទេសចរណ៍ក្នុងក្របខ័ណ្ឌវិស័យអប់រំ
ឯកឧត្តម ហួត ហាក់ រដ្ឋមន្ត្រីក្រសួងទេសចរណ៍ អញ្ជើញជាអធិបតីក្នុងពិធីចុះអនុស្សរណៈនៃការយោគយល់គ្នារវាងក្រសួងទេសចរណ៍ និងសហព័ន្ធសេវាអប់រំនៅកម្ពុជា ដោយមានឯកឧត្តម កាទើ មហាំម៉ាត់ ណោសស្រ៊ី រដ្ឋលេខាធិការក្រសួងទេសចរណ៍ និងឯកឧត្តមបណ្ឌិត ហុង លីម ប្រធានសហព័ន្ធសេវាអប់រំនៅកម្ពុជា ជាហត្ថលេខីលើអនុស្សរណៈនៃការយោគយល់ ស្តីពីការសហការជំរុញវិស័យទេសចរណ៍ក្នុងក្របខ័ណ្ឌវិស័យអប់រំ។
អនុស្សរណៈនៃការយោគយល់គ្នានេះ គឺជាឯកសារដ៏មានសារៈសំខាន់ និងជាសក្ខីភាពនៃកិច្ចសហប្រតិបត្តិការជាយុទ្ធសាស្ត្រ ដែលផ្សារភ្ជាប់វិស័យទេសចរណ៍ និងវិស័យអប់រំដែលបង្ហាញអំពីស្មារតីសហការយ៉ាងជិតស្និទ្ធ និងការប្តេជ្ញាចិត្តរួមគ្នាដើម្បីសម្រេចឱ្យបាននូវគោលបំណងលើកកម្ពស់វិស័យទេសចរណ៍ បដិសណ្ឋារកិច្ច និងការបណ្ដុះបណ្ដាលមូលធនមនុស្សប្រកបដោយគុណភាព ក្នុងព្រះរាជាណាចក្រកម្ពុជា ស្របតាមយុទ្ធសាស្ត្របញ្ចកោណ-ដំណាក់កាលទី១ របស់រាជរដ្ឋាភិបាល នីតិកាលទី៧ នៃរដ្ឋសភា។
ពិធីចុះអនុស្សរណៈនៃការយោគយល់គ្នានេះ មានការអញ្ជើញចូលរួមពីឯកឧត្តមរដ្ឋលេខាធិការប្រចាំការ, ឯកឧត្តម លោកជំទាវ ថ្នាក់ដឹកនាំក្រសួងទេសចរណ៍ និងឯកឧត្តម លោកជំទាវ ឧកញ៉ា លោក លោកស្រី ថ្នាក់ដឹកនាំនិងសមាជិក សមាជិកាសមាគមសហព័ន្ធសេវាអប់រំនៅកម្ពុជាសរុបប្រមាណ ៣០០នាក់។
តាមរយៈអនុស្សរណៈនៃការយោគយល់គ្នានេះ ឯកឧត្តមរដ្ឋមន្ត្រី ជឿជាក់ថាកិច្ចសហប្រតិបត្តិការរវាងស្ថាប័នទាំងពីរ នឹងជំរុញការអនុវត្តយុទ្ធនាការទស្សនាកម្ពុជានៅរដូវកាលបៃតង (Green Season) ចាប់ពីខែឧសភា ដល់ខែតុលា ដែលជំនួសឱ្យពាក្យ “រដូវកាលភ្ញៀវតិច” ឬ Low Season។ ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ផងដែរថា ការបំប្លែងមកជារដូវកាលបៃតង «Green Season» មិនមែនគ្រាន់តែជាការផ្លាស់ប្តូរឈ្មោះនោះទេ ប៉ុន្តែគឺជាការផ្លាស់ប្តូរផ្នត់គំនិត និងជាយុទ្ធសាស្ត្រដ៏មុតស្រួចរបស់ក្រសួងទេសចរណ៍ សំដៅទាក់ទាញកំណើនភ្ញៀវទេសចរពេញមួយឆ្នាំ ដោយសារតែរដូវកាលនេះ គឺជារដូវកាលដែលកម្ពុជាបញ្ចេញនូវសម្រស់ដ៏ពិសេសរបស់ខ្លួន ជាមួយនឹងភាពស្រស់បំព្រងនៃធម្មជាតិ ពណ៌បៃតងខ្ចី និងបរិយាកាសបរិសុទ្ធ ដែលស័ក្តិសមបំផុតសម្រាប់ទេសចរណ៍បែបធម្មជាតិ អេកូទេសចរណ៍ និងការលំហែកាយដើម្បីសុខុមាលភាព។
ឯកឧត្តមរដ្ឋមន្ត្រី ក៏បានថ្លែងបញ្ជាក់អំពីយុទ្ធនាការ “ទស្សនាកម្ពុជានៅរដូវកាលបៃតង” មានចក្ខុវិស័យសំខាន់ៗ ចំនួន ៣៖ គឺ ទី១). ការបង្កើនភាពទាក់ទាញភ្ញៀវទេសចរអន្តរជាតិ ទី២). ជំរុញចលនាទេសចរណ៍ក្នុងស្រុក និង ទី៣). ពង្រាយរបាយភ្ញៀវទេសចរឱ្យបានច្រើន ជាពិសេសបំពេញបន្ថែមចរន្តទេសចរក្នុងរដូវកាលបៃតង សំដៅជំរុញកម្ពុជា ឱ្យក្លាយជាគោលដៅទទួលបានកំណើនទេសចរពេញមួយឆ្នាំ (Year Round Destination)។
សូមជម្រាបជូនថា នៅក្នុងក្របខ័ណ្ឌនៃកិច្ចសហប្រតិបត្តិការ វិស័យទេសចរណ៍ និងវិស័យអប់រំ មានទំនាក់ទំនងគ្នាយ៉ាងជិតស្និទ្ធបំផុត និងអាចបំពេញឱ្យគ្នាទៅវិញទៅមក។ ក្នុងន័យនេះ អនុស្សរណៈនៃការយោគយល់គ្នានេះ មិនត្រឹមតែជាឯកសារផ្លូវការប៉ុណ្ណោះទេ ប៉ុន្តែជាសក្ខីភាពនៃទស្សនវិស័យរួម និងឆន្ទៈរួម ក្នុងការអនុវត្តការងារដើម្បីលើកកម្ពស់វិស័យទេសចរណ៍ និងវិស័យអប់រំ ឱ្យឈានឆ្ពោះទៅរកការអភិវឌ្ឍប្រកបដោយភាពធន់ ចីរភាព និងបរិយាបន្ន។
ជាមួយគ្នានេះ ឯកឧត្តមរដ្ឋមន្ត្រី មានជំនឿយ៉ាងមុតមាំថា អនុស្សរណៈនៃការយោគយល់គ្នានេះ នឹងក្លាយជាគំរូនៃកិច្ចសហការ ដែលនឹងផ្តល់អត្ថប្រយោជន៍ជាក់ស្តែងដល់វិស័យទេសចរណ៍ និងសង្គមជាតិទាំងមូល។ អនុស្សរណៈនៃការយោគយល់គ្នានេះ ក៏នឹងជួយលើកកម្ពស់កិច្ចសហប្រតិបត្តិការរវាងក្រសួងទេសចរណ៍ និងសហព័ន្ធសេវាអប់រំនៅកម្ពុជាបន្ថែមមួយកម្រិតទៀត ក្រោមស្មារតី រួមគិត រួមធ្វើ និងរួមទទួលខុសត្រូវ ដោយឈរលើគោលការណ៍បុរេសកម្ម សកម្ម និងអន្តរសកម្ម ដើម្បីចូលរួមជំរុញកំណើនទេសចរណ៍ផ្ទៃក្នុង និងទាក់ទាញភ្ញៀវទេសចរអន្តរជាតិមកទស្សនាកម្ពុជា ឱ្យកាន់តែច្រើនបន្ថែមទៀត។

His Excellency Minister Huot Hak Presides Over the Signing Ceremony of a Memorandum of Understanding on Cooperation to Promote the Tourism Sector within the Education Framework
His Excellency Huot Hak, Minister of Tourism, presided over the signing ceremony of a Memorandum of Understanding (MoU) between the Ministry of Tourism and the Federation of Education Services in Cambodia. H.E. Kather Mohamad Nosri, Secretary of State of the Ministry of Tourism, and H.E. Dr. Hong Lim, President of the Federation of Education Services in Cambodia, served as signatories to the MoU on cooperation to promote the tourism sector within the framework of education.
This Memorandum of Understanding is an important document and a testament to a strategic partnership linking the tourism and education sectors. It reflects a spirit of close cooperation and shared commitment to achieving the common goal of promoting tourism and hospitality, as well as developing quality human capital in the Kingdom of Cambodia, in line with the Pentagonal Strategy – Phase I of the Royal Government of Cambodia under the 7th Legislature of the National Assembly.
The signing ceremony was attended by H.E. the Permanent Secretary of State, Excellencies, Lok Chumteavs, leaders of the Ministry of Tourism, as well as Excellencies, Lok Chumteavs, Oknhas, ladies and gentlemen who are leaders and members of the Federation of Education Services in Cambodia, totaling approximately 300 participants.
Through this MoU, H.E. the Minister expressed confidence that cooperation between the two institutions would support the implementation of the “Visit Cambodia in the Green Season” campaign from May to October, replacing the term “Low Season.” Furthermore, H.E. the Minister emphasized that transforming the “Green Season” is not merely a change in terminology, but rather a shift in mindset and a sharp national strategy. He noted that this season showcases Cambodia’s true beauty, with lush green landscapes, refreshing natural scenery, and a clean atmosphere that is especially suitable for nature tourism, ecotourism, and wellness retreats.
At the same time, H.E. the Minister highlighted three key visions of the “Visit Cambodia in the Green Season” campaign:
1. Increasing the attractiveness of Cambodia to international tourists;
2. Promoting domestic tourism movements; and
3. Expanding tourist flows, especially during the green season, with the goal of positioning Cambodia as a year-round tourism destination.
In this context, H.E. the Minister further stated that the tourism and education sectors are closely interconnected and mutually supportive. In this sense, the Memorandum of Understanding is not merely a formal document, but also evidence of a shared vision and common determination to cooperate closely in promoting both tourism and education toward resilient, sustainable, and inclusive development.
In conclusion, H.E. the Minister expressed strong confidence that this MoU would become a model of cooperation delivering tangible benefits to the tourism sector and society as a whole. At the same time, the agreement will further strengthen cooperation between the Ministry and the Federation of Education Services in Cambodia under the spirit of “thinking together, acting together, and sharing responsibility,” based on proactive, active, and interactive principles, in order to contribute to the growth of domestic tourism and attract more international tourists to visit Cambodia.
