ឯកឧត្តមរដ្ឋមន្ត្រី ហួត ហាក់៖ «យុវជនយើង ត្រូវចេះសម្លឹងមើលបញ្ហាដោយប្រើបញ្ញាញាណ ហើយចេះវិភាគរកវិធីសាស្ត្រ ដែលងាយស្រួល ឆាប់រហ័ស មានប្រសិទ្ធភាព ប្រសិទ្ធផលខ្ពស់ និងចំណេញបំផុត ជាជាង ការខិតខំប្រឹងប្រែង ដោយប្រើកម្លាំងសុទ្ធសាធ ខាតពេល មិនចំគោលដៅ និងទិន្នផលទាប ស្របទស្សនាទាន៖ WORK SMARTER, NOT HARDER»
ឯកឧត្តម ហួត ហាក់ រដ្ឋមន្ត្រីក្រសួងទេសចរណ៍ អញ្ជើញជាអធិបតីក្នុងពិធីបិទ «វគ្គបណ្ដុះបណ្ដាល ស្តីពីច្បាប់សកលនៃភាពជោគជ័យ៖ ធ្វើការដោយភាពឆ្លាតវៃ ជាជាងធ្វើការដោយប្រើកម្លាំង» ដែលវគ្គបណ្តុះបណ្តាលនេះរៀបចំឡើងក្នុងគោលបំណងផ្ដល់នូវចំណេះដឹងថ្មីៗ និងពង្រឹងសមត្ថភាពដល់មន្ត្រីក្រសួងទេសចរណ៍ ដោយផ្ដោតជាសំខាន់លើការអភិវឌ្ឍជំនាញទន់ (Soft Skills) ដែលជាមូលដ្ឋានសំខាន់ក្នុងការបង្កើនភាពវៃឆ្លាត ប្រាជ្ញាស្មារតី និងសមត្ថភាពក្នុងការបំពេញការងារស្របតាមផែនការយុទ្ធសាស្ត្រយុវជនក្នុងបុព្វហេតុជាតិមាតុភូមិ ២០២៣-២០២៨ និងផែនទីបង្ហាញផ្លូវស្ដីពីសហភាពសហព័ន្ធយុវជនកម្ពុជា ២.០ ឆ្ពោះទៅឆ្នាំ២០២៨ របស់សហភាពសហព័ន្ធយុវជនកម្ពុជា។
ពិធីដ៏មានសារៈសំខាន់នេះ មានការអញ្ជើញចូលរួមពីឯកឧត្ដម នី ផល្លី រដ្ឋលេខាធិការ និងជាប្រធានក្រុមការងារសហភាពសហព័ន្ធយុវជនកម្ពុជាក្នុងវិស័យទេសចរណ៍, លោក Christopher LEE ស្ថាបនិកអង្គការHEDC International និងជាអ្នកឯកទេសអភិវឌ្ឍធនធានមនុស្ស, លោកស្រី ឈន ខេមា នាយិកាអង្គការHEDC International, ឯកឧត្តម លោកជំទាវ ថ្នាក់ដឹកនាំ ស.ស.យ.ក. ក្នុងវិស័យទេសចរណ៍, ឯកឧត្ដម លោកជំទាវ លោក លោកស្រី សិក្ខាកាម និងជាសមាជិក ស.ស.យ.ក. ក្នុងវិស័យទេសចរណ៍សរុបប្រមាណ ១៥០នាក់។
ថ្លែងក្នុងពិធីនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅជូនចំពោះអង្គការ HEDC International ដែលបានសហការរៀបចំវគ្គបណ្ដុះបណ្ដាលជូនដល់យុវជន ស.ស.យ.ក. ក្នុងវិស័យទេសចរណ៍, ជាពិសេសសូមថ្លែងអំណរគុណ វាគ្មិនកិត្តិយសរបស់យើងនៅថ្ងៃនេះគឺ លោក Christopher LEE ស្ថាបនិកអង្គការ HEDC International និងជាអ្នកឯកទេសអភិវឌ្ឍធនធានមនុស្ស ដែលបានលះបង់ពេលវេលាដ៏មានតម្លៃ ព្រមទាំងកម្លាំងកាយ កម្លាំងចិត្ត ប្រាជ្ញាស្មារតី មកធ្វើបទឧទ្ទេសនាម ចែករំលែកចំណេះដឹង និងបទពិសោធល្អៗ ជូនដល់សិក្ខាកាមនៃវគ្គបណ្ដុះបណ្ដាលនេះ។
ជាមួយគ្នានេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសបញ្ជាក់ថា ការអភិវឌ្ឍធនធានមនុស្ស គឺជាអាទិភាពគន្លឹះមួយដែលត្រូវបានរាជរដ្ឋាភិបាលនីតិកាលកន្លងទៅក្រោមការដឹកនាំរបស់សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន អតីតនាយករដ្ឋមន្ត្រី និងបច្ចុប្បន្នជាប្រមុខរដ្ឋស្ដីទីនៃព្រះរាជាណាចក្រកម្ពុជា យកចិត្តទុកដាក់យ៉ាងខ្លាំង ហើយបានភ្ជាប់ទៅនឹងស្នូល នៃយុទ្ធសាស្ត្រចតុកោណទាំង៤ដំណាក់កាល។ មកដល់នីតិកាលទី៧ នៃរដ្ឋសភា រាជរដ្ឋាភិបាលក្រោមការដឹកនាំប្រកបដោយភាពឈ្លាសវៃ ប៉ិនប្រសប់ ពោរពេញដោយថាមពល និងភាពប្រាកដនិយម របស់ សម្ដេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា រាជរដ្ឋាភិបាល បានចាត់ទុកការអភិវឌ្ឍមូលធនមនុស្ស ជាលក្ខខណ្ឌចាំបាច់មិនអាចខ្វះបានសម្រាប់ជំរុញពិពិធកម្ម និងកំណើនសេដ្ឋកិច្ច ប្រកបដោយបរិយាបន្ន និងភាពធន់ និង បានកំណត់នៅក្នុងបញ្ចកោណទី១ នៃ យុទ្ធសាស្ត្របញ្ចកោណ-ដំណាក់កាលទី១។
ក្នុងន័យនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសបញ្ជាក់បន្ថែមថា ការពង្រឹងសមត្ថភាពស្ថាប័ន និងធនធានមនុស្ស កាន់តែមានភាពចាំបាច់ និងបន្ទាន់ក្នុងកិច្ចដំណើរការនៃការកែទម្រង់ស៊ីជម្រៅ ជាពិសេស ចូលរួមក្នុងការអនុវត្តវិធានការគន្លឹះរបស់រាជរដ្ឋាភិបាល ដើម្បីលើកកម្ពស់គុណភាពការងារប្រកបដោយវិន័យ សីលធម៌ វិជ្ជាជីវៈ ប្រសិទ្ធភាព និងស័ក្តិសិទ្ធភាព។
ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានគូសសង្កត់ធ្ងន់ថា ក្នុងនាមប្រជាពលរដ្ឋកម្ពុជា ជាពិសេស យុវជន យើងត្រូវចងចាំថា យើងមានកាតព្វកិច្ច ៤៖១). ចំពោះប្រទេសជាតិ, ត្រូវបេ្តជ្ញាការពារ ទោះក្នុងតម្លៃណាក៏ដោយ, ២). ចំពោះប្រជាជន, ត្រូវបេ្តជ្ញាបម្រើប្រជាជន ដោយស្មោះត្រង់, ៣). ចំពោះច្បាប់, ត្រូវប្តេជ្ញាគោរព ឱ្យបានម៉ឺងម៉ាត់ និងទី៤). ចំពោះតួនាទីភារកិច្ច, ត្រូវខិតខំបំពេញ និង អនុវត្ត ប្រកបដោយការទទួលខុសត្រូវខ្ពស់។

H.E. Minister HUOT Hak: “Our youth must learn to look at problems through wisdom and analytical thinking, and be able to identify methods that are simpler, faster, more effective, highly productive, and most beneficial, rather than relying solely on physical effort, wasting time, missing objectives, and achieving low productivity, in line with the philosophy: WORK SMARTER, NOT HARDER.”
H.E. HUOT Hak, Minister of Tourism, presided over the closing ceremony of the training course on “The Universal Law of Success: Work Smarter, Not Harder.” The training program was organized with the objective of providing new knowledge and strengthening the capacity of officials of the Ministry of Tourism, with a primary focus on the development of soft skills, which serve as a fundamental basis for enhancing intelligence, mindset, and professional capability in carrying out duties in line with the Strategic Plan for Youth in Service of the Nation 2023–2028 and the Roadmap of the Union of Youth Federations of Cambodia (UYFC) 2.0 toward 2028.
This important ceremony was attended by H.E. Ny Phaly, Secretary of State and President of the Union of Youth Federations of Cambodia Working Group in the Tourism Sector; Mr. Christopher LEE, Founder of HEDC International and Human Resource Development Specialist; Ms. Chhon Khema, Director of HEDC International; Excellencies, Ladies and Gentlemen who are leaders of the UYFC in the tourism sector; as well as trainees and members of the UYFC in the tourism sector, with a total participation of approximately 150 attendees.
In his remarks, H.E. the Minister expressed his profound gratitude to HEDC International for collaborating in organizing this training course for UYFC youth in the tourism sector. In particular, he extended sincere appreciation to the distinguished speaker of the day, Mr. Christopher LEE, Founder of HEDC International and Human Resource Development Specialist, for dedicating his valuable time, physical effort, moral support, wisdom, and expertise to deliver lectures and share valuable knowledge and experiences with the trainees of this program.
At the same time, H.E. the Minister emphasized that human resource development has long been a key priority of the Royal Government during previous mandates under the leadership of Samdech Akka Moha Sena Padei Techo HUN SEN, former Prime Minister and current Acting Head of State of the Kingdom of Cambodia, and has been integrated into the core of all four phases of the Rectangular Strategy. Entering the 7th Legislature of the National Assembly, under the wise, capable, energetic, and pragmatic leadership of Samdech Moha Borvor Thipadei HUN MANET, Prime Minister of the Kingdom of Cambodia, the Royal Government has identified human capital development as an indispensable condition for promoting economic diversification, inclusive growth, and resilience, and has placed it under the first Pentagonal of the Pentagonal Strategy – Phase I.
In this regard, H.E. the Minister further stressed that strengthening institutional capacity and human resources has become increasingly necessary and urgent in the process of deep reforms, particularly in contributing to the implementation of the Royal Government’s key measures aimed at improving work quality with discipline, ethics, professionalism, effectiveness, and efficiency.
Furthermore, H.E. the Minister underscored that, as Cambodian citizens, especially youth, we must remember our four obligations:
Toward the nation: to commit ourselves to protecting it at all costs;
Toward the people: to dedicate ourselves to serving the people with sincerity;
Toward the law: to firmly uphold and respect it; and
Toward our duties and responsibilities: to strive to fulfill and implement them with the highest sense of accountability.
